Government of Indonesia established Dengue working group consists of several government instructions from national down to the village level. Each member of the working group is expected to be more proactive, but in fact they were not fully involved in the prevention and control program. The study objectives were to review the performance of Dengue prevention and control program in Denpasar and Badung District - Bali and factors affected the performance of Dengue working group. In-depth interview was carried out with six key staffs of Denpasar and District Dengue working group. The report of the working group was also analysed, and the group meetings were observed as well. In general, the performance of Dengue control program of both districts was not effective. It may be related to low performance of Dengue working group. The member of the working group especially that belongs to non health institutions did not understand health vision of regional development concept. They reckoned Dengue was merely health problem and thus the responsibility of health authority. They have no sense of crisis of social and economic impact of Dengue outbreak. On the other hand, health authority staff realized that they tended to have a dominant role in Dengue control program. To optimize the performance of the groups, the member should have better understanding of health vision of regional development concept. The secretariat of the group should be located at the Major's office led by the secretary of the District. Both local governments should reallocate their annual budget to support the operational work of the group. The indicators of health development should be used as performance indicators of the working group.
