This chapter de?nes scaling up individual educational innovations as different from systemic reform. An extensive scholarly literature documents the challenges of systemic reform, which involves implementing suites of innovations that collectively transform the mission, goals, processes, personnel, and products of an educational institution (Berends, Bodilly, & Kirby, 2002). Scaling up a suite of innovations through systemic reforms that assure their incorporation and effectiveness by changing the entire context of their implementation to embed their conditions for success is less frequent and more challenging than the more typical situation of scaling up a single innovation through implementation in a potentially resistant educational setting that lacks some conditions related to the innovation’s prior successes. I discuss both types of scaling up in this chapter.
