Some executives of major private universities responded cynically when the government announced its policy on university autonomy, because their universities had been autonomous before the policy was incepted. Later on, however they realized that the policy implementation would have serious consequences for their (private) universities. The policy leads to complicated competitions, because the private universities now have to compete with their state counterparts as well as those overseas universities which have been aggresively recruiting students in Indonesia. Consequently, traditional management practices which are heavily bureaucratic will be surely insufficient for survival. The most important component for survical of the private as well as state universities is leadership, especially transformation leaders who are able to lead and nurture learning organizations because globalization in the 21 century is heavily oriented toward qualitocracy.
