In 1998 the Indonesian government planned that in three years, that is by 2001 Indonesia has to have achieved self sufficiency in three crops, namely rice, soybean and maize. It is not an easy task, because in order to realize this plan, the production of these three crops has to be increased dramatically. The government, however is very confident that its plan will be achieved because the government has conducted special efforts, among others is Gema Palagung program. in short Gema Palagung is a special program to increase productivity of three corps with the primary aim to achieve self sufficiency in 2001. The government also believes that the program will be supported by the farmers, It is because based on government financial analysis, cultivation of these three crops can generate significant profit for the farmers, Another study conducted in 1999 however did not give the same results, This article attempts to discuss the differences between the two studies and the consequences to the results of the Gema Palagung program. Besides this article also presents suggestion on how to fulfill Indonesia's need for these three corps without disadvantaging the farmers.
