Amendment of Indonesian Constitution 1945 has been done for four time, yet there are basic weaknesses which are caused by conceptual unclearness embedded in the basic consensus of the members of People Discussion Committee (MPR) and the change of the paradigm from democratization to the change of government system. As the consequence, there is some inconsistency among the principles, norms of the rules in the amendment of the Constitution which has caused difficulties in the implementation of the amendment of the Constitution effectively. Base on the weaknesses mentioned above, the MPR has formed the Commission of Constitution to do deep and comprehensive study on the amendment of the Constitution 1945.
