Compared to Kartini's era today, women have more opportunity to enter the labor market. However, women's emancipation has not been achieved and it is shown that on average, women have lower wages than men. The difference in earnings is primary a result of the difference in human resource investment and physical differences. Other factors are discrimination by parents or employers and women's lack of self confidence. Because of these factors, women cannot function optimally in the labor market which means a waste of resources that could contribute to national output. Changing people's opinion about women and changing women's attitude are not easy. Nevertheless, in the mean time the government can encourage women to become self-employed or set-up business by giving them training, counseling and soft loans so they can get additional income without leaving their home. Impose sanction on employers who dicriminate labor against women, The national education program to help children, in particular girl children, from low income families should be continued and strengthened.
