The purpose of this paper so that all educators, especially counselor or academic advisor can implement the guidance in accordance with the purpose and design that is designed to improve the quality of the cognitive, affective and psychomotor students of noble character. Writing is designed using a model of ICT-based management counseling to establish moral values in college students. This survey tried out the draft guidance and counseling through on-line for all student to the campus counselor or supervisor. In this program the author tried on several faculty and students to apply academic guidance, despite inadequate facilities, the result was quite satisfactory. The survey results showed that the design for implementing management counseling that character, especially form the moral values need to be improved. Therefore all academic advisors, counselors and supervisors need to design management counseling is not only off-line but can also be done with the on-line via the internet.
