Isi artikelIt is unavoidable that sooner or later Indonesia will enter the free market period. If Indonesian commodities do not have a competitive advantage, the growth and development of Indonesia will be left behind other countries. In that period the quality of human resources is indispensable. One important factor to develop high quality human resources is food security that has to get down to the individual level. Up to now, however there is not any accurate indicator to measure the condition of food security, even at the family level. The Yogyakarta food security workshop in 1996 proposed an indicator of food security. It is this indicator that the present paper addresses. It is discusses not only the background, advantages, and the weaknesses of the proposes indicator but also how to overcome the weaknesses.
