This article deals with local parliament in Indonesia,In analyzing,This articeleputs together historical,Legal and political point of view,From historicalpoin of view,Local parliamen is an integral part of the development of national parliament,It was part of national agenda to equlp the new born nation with modern democratic institution,From the legal poin of view, It has been the subbject of no lees than 8 different regulations,Reflecting the different contexts,Challenges ,as well as power relation in the country, In relation to the latest poin,This article has demontrated that there wasw atime when local parliament was playing role as the exlension of national politics,However,there was a time when it was the locus of power, being an aotonomous instituti0n of itself.This article also indicates there was atime when political postion of local parlement deteriorated into a level of being one of the executive branch,While in other time,it retained its role as the only decision making power of the local. And finally,this article suggests there was atime where local parliament almost reached its status as transformation of the idia of popular soverrelgn.While in other period. its political status declined to a level of merely an organization of ordinary bureaucracy.
