Legal facts show that there is Law No. 21 of 2011 concerning the Financial Services Authority. This study aims to identify and analyze the factors that cause differences in the implementation of the duties and authorities of the Financial Services Authority in the banking sector and the insurance sector in Indonesia. This research is a normative type of research that uses secondary data. The data analysis technique was carried out using qualitative methods and concluded using a deductive approach. The results show that, based on legal system theory, the factors causing differences in the implementation of the duties and authorities of the Financial Services Authority in the banking and insurance sectors in Indonesia are influenced by the legal system structure and legal culture.
