This brings about negative impacts such as weak professionalism and the spreading of regional issues. This research uses qualitative method, for which data gathering was conducted with library studies and was cross-checked with in-depth interviewed with relevant resource persons. It is concluded by the research that the role of the head of regions is so influential because of which bureaucracy is not longer neutral and could not become professional. It is therefore recommended that the role of the head of regions as supervisory of civil servants in the regions has to be evaluated, and alternatively the role should be given to their secretaries as the highest career officials in the region.
