The quality of human resources (labor) is the main basic capital for development. In the second long term development, where knowledge and technology are in competition with human resources, good control over human resources is one of the means to increase work quality. This paper is an attempt to study the perspective of control over human resources, facing the secong long term development, with respect to law No. 3 of 1951, which has to be replaced as it is not relevant any more.
