It is generally known that democracy has a negative relations with corruption. The implementation of 'trias politica', free-press, and regularly free and fair election has significantly increased tranparency, accountability, and quality of governmental system which eventually decreased the level of corruption. This paper, however, aims to expose the opposite argument. By examining South Korea's and Indonesia's level of corruption during the first decade of plantation democracy, the paper argues that in some cases democracy has significantly boosted the level of corruption. By comparing the data of corruption in the period of pre and post-democracy in both countries, it is found the democracy has transformed the type of corruption from limited centralized one to more massive, desentralized, and destructive one.
