Responsibility of the puclic health service implementation is on the shoulders of both the government and community. So, the community is not just as object of the health service but also subject of the service. It is fair that the community or individual as a part of the community questions about whether the oractice of health service has been done professionally in accordance with legal norm, religion and ethics. Actually the law is demanding the existence of regularity in human relationship, including the relationship of physicist and patient, so then the itnerest of all parties being in a balance. Now it's the time for government together with parliament (the people representative council) to release a new bill of medical practice in order to guarantee law certainty for people, to regulate right and responsibility of professionals in medical field, to arrange right and responsibility of patient, to settle right and responsibility of body or medical institution such as hospital. ehalth clinic, etc, and also to sanction against unlawful action, dereliction of duty or incapable of doing medical operation that caused damage for anybody.
