Rural development that has been done for decades in Indonesia has undergone various changes in format and rules. But the results so far have not seen significantly. Rural society was still underdeveloped and poor. There is a gap between rural and urban areas that is quite big. Various portraits of failure and success of rural development revealed a number of key words, namely a synergy among regions, among sectors, and between governments. The ideal format offered is the adoption of the industry cluster approach to the various its stakeholders. Before applying this approach, it is necessary to identify the potential of the village which will serve as the core industry, and agents of change from the community as a cluster manager. The cluster manager role is to synergize the strengths among stakeholders in the industry cluster formed.
