This article traces the concept, application and development of primary health services in developed countries in their attempt to provide health for all in the 1990s. Particular attention is paid to the application of public health care, efforts to extend life expectancy among infants, and the welfare of mothers. Seven characteristics and five main principles of primary health care are presented, and three main topics related to the community are discussed. Prospects for the PHC development are presented especially those pertaining to the basic assumptions for city PHC, allocation of funds, cross sectoral, working mechanism, a clearer definition of community, readiness of the medical man power and health facilities, as well as the readinees of the city government to participate in the planning process, execution, and development of the program.
