This paper provides a survey on theoretical and empirical studies relating to the development of industrial clusters. Industrial cluster is a group of interconnected companies, geographically close to the institutions involved in a specific sector, connected and complemented each other. Firms that located in a cluster will create value added and synergies. Benefits of industrial cluster are to encourage the production specialization according to the core competencies and transformation of comparative advantages into competitive advantages. Selection of the right policies for industrial cluster development needs to identify cluster dynamics attributing, the development phases of industrial cluster. Difference of business sector wherein a cluster is involved has to be considered in order to know cluster dynamics. In addition, local conditions significantly influence the dynamics of a cluster. These include local culture, social conditions, historical aspect, educational level of business owners, infrastructure availability, composition of business actors, and many more. Therefore, policies should be designed and adjuste according to the specific conditions and development needs of each cluster. The results of the survey is a taxonomy of researches on industrial cluster in accordance to business sector of industrial cluster, development phase of cluster, and cluster dynamics attributed by locally inherent factors.
