In the past decade, the Japanese distribution system has been cited as a structural impediment hindering the access of U. S. goods into the Japanese market. Proponents of this view often attribute channel complexity to cultural variables that are immutable to change, with the attendant argument that market access can only be gained with coercion. This paper examines the historical foundations of the Japanese distribution system, and suggests that political and economic factors exert a stronger influence on system characteristics than cultural factors. Drawing on historical determinants and current events, it also assesses the direction of future change.
