Isi artikelIn contrast with recent experience, the appreciation of the Yen after the Plaza Accord did not result in a downturn in Japan. One reason for this is that manufacturers took advantage of the growth in service industries and the consequential fall in raw material prices. Another reason is that the liberalization of the financial markets in the eighties, although it gave Japan for the first time a market that functions properly, soon resulted in a speculative boom. The efforts to control the boom led to a recession. Even though the monetary policy has been relaxed, the fiscal policy is tighter than ever after the Plaza Accord.
