The efforts to achieve this commitment require a constructive role the sub-national entities having vast forest which become the stakeholders. The success of their role in hosting REDD+ pilot projects will eventually determine the contributions-for-verified emission reduction Indonesia may receive. Papua province might be potentially nominated as REDD+ pilot project in the coming transformation phase of the LOI for the reason of its vast forest, its management and the politics of its regional development of its government. This qualitative research found that the province positively responds the LOI so that its role in the further phase may add the achievement of Indonesia's global commitment.
