The inefficiency of the Japanese distribution system has been criticized for creating hidden import barriers. One institution responsible for perpetuating such inefficiency is the Large - Scale Retail Store Law. It has been argued that relaxing this law will reduce consumer prices and increase the demand for imports. However, this argument ignores the impact of a reallocation of resources on imports from such a policy change. We show that if the latter effect is properly taken into account a proposed change in the legislation can decrease exports to Japan. Empirical support for this possibility is discussed.
