Nowadays, under the influence of globalization, every country is heading for sustainable development, in which economic growth must be accompanied by environment protection and social equality. In order to sustainable develop and one of the basic conditions that countries including Vietnam have to provide is administrative reform. ISO 9000 is an advanced quality control system that has been put into effect in running state agencies (civil services) in quite a number of countries. In 1996, Malaysian government decide that all of its civil services apply for ISO 9000 standard certificate and abide by the system. The government believes that ISO 9000 is the key condition for successful administration reforms. Reality has proved that the government’s idea was right. A seminar on the application of ISO 9000 quality standard in civil services was held by Asia Productivity Organization (APO) in 1997. The seminar reached the agreement on a number of issues including the defining the most important role of governments in improving civil services, defining that state duties are to regulate by policies and its civil operation, defining its management staff’s roles, its staff’s knowledge and skills, resources management, procedure transparency, rationalization of the administrative system, the relationship between the state and its citizens, and the application of information technology in civil services. And the seminar agreed that though different in conditions and situations, all countries should and should be able to suitably apply ISO 9000. In most recent seminar, IWA 4, ISO standard system has released its instruction for improving quality control at local governments via implementing the system of quality control ISO 9001:2000 in civil authorities. This is aimed at ensuring all citizens that their demands and hopes are listened and answered timely and consistently. At present, Vietnam government has paid special attention to administrative reforms since 2006 manifested in the signing of Decision 144/2006/QÐ-TTg on the application of TCVN ISO 9001:2000 (now ISO 9001:2008) in state administrative agencies on June 20th 2006, and most recently the signing of Decision 118/2009/QÐ-TTg on September 30th 2009 as an amendment and supplementation for the decision 144/2006/QÐ-TTg. Till now, besides some shortcomings in the implementation of the standard system, the application has positively resulted in some improvement contributing to the efficiency of Vietnam’s administrative reforms.
