Isi artikelCurrently, the mobilization of human resources is a big problem in the organization composed of three hierarchies (Top, Middle, and Lower) like the store. Especially, Middle and Lower without the ability that should be originally had are promoted by the problem. As a result, various problems occur, and it has a big influence on the entire organization.Therefore, this study focused on the organization that changes positions in the short term, method aims to develop human resources to the top and middle. As a study procedure, first, the ideal top and middle (attitude, ability, awareness, and values) to investigate. Second, create indicators of different types such as top and middle of the roles and characteristics. Third, the method of promoting each type is investigated. Finally, create a management model according to each type and the ideal top and middle. Studying in this way, and the future challenge are method of verification and the versatility of another organization.
