Several qanuns had been promulgated by the province government of Aceh, the most important are qanun 10/2002 on the establishment of Islamic Syariat Court, 11/2002 on the implementation of Islamic rules of religious behavior, observance and spread or dissemination of Islam, 12/2003 on forbidden drinks, 13/2002 on gambling, 14/2003 on fornication (adultery) and 7/2004 on baital mal. Less is known about how those qanuns has been implementation and enforced. The content analysis used in this study shows that full implementation has not yet been possible. In regard to 1/2004 is Wilayatul Hisbah which primary authority encompass the supervision, socialization, monitoring, reprimanding and advising offenders. The syariah police responsibility is to the head of the region (governor or district head).
