This paper presents the role of in improving the quality of Human Resources (HR). Three main taks of university (tridharma) are teaching, research and implimentation for society development. Tridharma are important activities for improving the quality of Art, Spiritual, Science, Engineering and Technology (ASSET). In university Education & Training (E&T) and Research & Development (R&D) are based on ASSET are main activities in improving the quality of HR. Improving the quality of HR has four universe aspects: Physical, Intellectual, Emotional and Spiritual (PIES) aspects. There are three basic requirements for improving PIES aspects : Material, Energy and Information (MEI). Those aspects are important inputs for E&T and R&D activities for development and applications of ASSET. High quality of HR is desired output that must be attained from the development and applicaions of ASSET. Current standard of HR should be reported as feedback information from the E&T and R&D activities. Development and applications ASSET as products of E&T and R&D activities, have social impacts not only in developed countries but also in developing countries. In global communication, developed countries and developing countries should build several attractive and sound symbiosis bridges, to prevent loss of universe balances.
