Papua is the first region in Indonesia endemic of HIV/AIDS. HIV/AIDS cases in Papua like an iceberg, describing the problems of HIV/AIDS only in the surface. Papua has the highest cumulative of HIV/AIDS, 135,44, while the national cumulative average is 8.92 (Ministry of Health, 2010). Jayapura regency has responded and implemented the Local Act number 20 of 2003, about presentation and eradication of HIV/AIDS and STDs. This local regulation is the first act of HIV/AIDS and STDs in Indonesia. The implementation of this local regulation involved several actors including government agent, NGO, civil society and international agent.
