In general, this article aims to review the regional expansion policy in Indonesia, both from a theoretical perspective and practice. In particular, this study answered the questions about how the process of formation of new autonomous regions (DOB) and what the driving factors toward the demand for the formation DOB are. Theoretical studies indicate that the formation of DOB is a consequence of the existence of a number of governmental affairs submitted to be arranged and managed by the autonomous regions, which could be based on three cases: the spatial patterns of social and social economic life, a sens of political identity, and efficiency of public services that can be implemented. nonetheless, in practice the tendency toward the formation DOB is not based on the mentioned cases. In contrary, it is more like a top-down approach dominated by the processes and political motives for the rule of the power.
