Unemployment is a problem faced by this nation that the need for efforts to minimize unemployment by creating jobs. On the other hand, the current sector rapidly expanding is industrial sector. Workforce that is able to get into a big industry quite a lot, but they must have an educational background and sufficient experience. Not everyone has these advantages; the majorities are those who have low education with limited experience. Automatically, this labor may only be absorbed by small and medium industry. Systems approach is a methodology that is rational to be intuitive that solves the problem in order to achieve certain goals. To obtain policy alternatives in a structured, dynamic system is used, in the meantime through the Analytical Hierarchy Process or AHP. AHP can provide opportunities for individuals or groups to develop ideas and define the problem by making assumptions and obtain the desired solution. Through this methodology is expected to solve problems faced by the government, so it can minimize the amount of unemployment. Conclusions can be drawn from the model of industrial development policies small and medium industry development in DKI Jakarta, among others, note that an influential factor in the growth of small and medium industry in general is the factor of human resources, economic resources and technological resources, which an influential factor for support the acceleration of growth of small and medium industries in DKI Jakarta is a partnership, the competence of human resources, technological and institutional. Actor who has a high priority in supporting the accelerated growth of small and medium industry is the provincial government. In addition, another actor who became the second priority is the municipal government, which becomes the motor support programs conducted by the provincial government. Policy scenarios resulting from the Analytical Hierarchy Process (AHP) and Dynamic System to support industrial growth acceleration in Jakarta, is for development and institutional building industry (56.7%), development of industrial centers through partnerships (22.1%), training and supervision on the management ability of the industry (14.4%) and programs to enhance efficiency and quality through the application of the technology industry (6.8%).
