The character of higher education is different compared to other service provide. A higher educational leader, (a rector, dean, or study program head) is a lecturer at the same time, thus she/he is a superior to all organization members, but also a colleague to faculty members. In collegial relationship, superior and sub-ordinate are in horizontal stratum, while the relationship between leader with sub-ordinate is a vertical form of relation. It is quite difficult to lead the same people or the same groups with two kinds of different role; it needs a specific leadership. The leadership should accommodate the specific characters in higher education : knowledge transfer. building students competencies, the speed development of knowledge and technology and the relationship between organization members as well. Based on those characters, leadership in higher education should transform things into better condition. This kind of leadership called transformational leadership which is in a continuum with transactional leadership.
