Abstract
Background: Indonesia’s UHC System starts in 2004 with the passing of the Sistem Jaminan Sosial Nasional (SJSN) Bill and Badan Penyelenggara Jaminan Sosial Kesehatan (BPJS) was launched in 2014. Dr. Nafsiah Mboi, Sp. A., M.P.H was thoroughly involved in the last year of the system’s preparation. The objective of this research is to gather information on the history and progress of Indonesia’s UHC from 2004 to 2018 and to find out the effectiveness of the system in achieving its objectives by 2019, based on the point of view on dr. Nafsiah Mboi, Sp. A., M.P.H.
Methods: Single person qualitative study based on the resource person dr. Nafsiah Mboi, Sp. A., M.P.H. Verbatim of the interview as well as her archives were used went through content analysis.
Results: The transformation process of the system took 10 years, in which a roadmap was made. It consists of the timeline for the systems development and transformation phases of four existing schemes merging into one. Since launch, the numbers of deaths caused by communicable diseases has decreased. There was high service utilization rate but only by the poor and near poor. Distribution of health workers and infrastructures are still uneven, giving unequal quality care throughout the country
Conclusion: Not all objectives of the system was reached by 2019. The system gave benefits to the poor and near poor, avoiding financial risk due to health care. However, the system should expand their infrastructure in rural areas and even out health worker distribution.
