Isi artikelPeople of Indonesia have been declared ‘illiteracy free’. As a matter of fact, there is one forgotten item of literacy, namely the ‘actional illiteracy’ in the sense that people have some knowledge but they stay there at ‘cognitive level’ without any attempts to implement in their daily-life encounters, thereby breaking the social rules of conducts. Clear examples can be cited out from the following context. In an air-conditioned room with a clear no smoking sign, some people keep smoking. Violation of traffic lights is another example; amber which symbolizes ‘slowing down’ is intentionally interpreted as ‘speeding up before the light turns red.’ These examples represent the people’s illiteracy at the lowest level (performative) in the sense that they fail to perform as required by the symbols of the icon or written symbols. Ironically, when they, for example, are tested on the meanings of symbols, such as in a test to obtain a driver’s license, they are all able to do the test correctly. Thus, it can be said that they are literate at cognitive level, not actional one. The point is that people need literacy education, especially at actional level, namely they have to be able to act accordingly in response to certain symbols.
