Isi artikelThe primary purpose of language test is to provide a measure that we can interpret as an indicator of an individual’s ability. The two measurement qualities, reliability and construct validity, are thus essential to the usefulness of a test. Reliability is a necessary condition for construct validity. However, it is not a sufficient condition for either construct validity or usefulness. Suppose, for example, that we need for placing student into a different level of RSBI English class. A multiple choice test of grammatical knowledge might yield very consistent or reliable scores, but this would be sufficient to justify using this language test as a placement test for an English conversation class. It is because grammatical knowledge is only one aspect of the ability to use language to perform in speaking class. The best safeguard against this is to write full test specifications and to ensure that test content is a fair reflection to the instruction. Realizing that the use of language test is not only for the individual stake holders but also for the educational system and society. The writer is trying to examine the implementation of reliability and construct validity in English test at Secondary education SBI Program in Surabaya.
