The predominance of federal legislation and funding in the mental health field is a recent development having multiple origins. Assessments of this development, in relation to social policy concerning the family, need to include analysis of the adaptive function of the family system. The adaptiveness of the family, externally to other social systems and internally to its own members, has been largely overlooked,. yet it is a key variable in the success or failure of the increasing emphasis of mental health legislation upon the family and community as prevention and treatment settings. The possibility of a saturation point in the adaptiveness of the family system and the lack of information concerning the impacts of both physical and mental illness upon the family and marriage are the major rationales for proposing that "marital health" be recognized as a bona fide health field and professional specialty in its own right.
