Evolution of GSM communication system, which leads to the convergence of many services, has some problems that acompany it. An increased user number ad service type will burden the network if capacity and network performance are not optimized. Network performance optimization will maintain the required service quality. There are many devices to perform monitoring and measurement of network performance and help the GSM operators to optimize their network performance. These divices are accurate enough to meet the need of an engineer in the mobile communication industry, such as a GSM operator: The price of the device is very expensive, so that not every institution can buy it. On the other hand, the need of professional engineer in the mobile communication field is getting higher; but the preparation of the engineer candidate is not adequate. The research aims to built a divice to monitor and measure the GSM network performance. The device consists of hardware (GSM handset, GPS, and notebook) and software (network monitor and analyzer). Network minotor tool is used to perform real time monitoring and display four different conditions, that are cell identity, chanels which are being used, network quality measurement, and calling procedure. Network analyzer is used as analyzing tool after real time datas are saved in the notebook. The GSM network monitoring and measurement device has been successfully designed and built. It can work well after some tests were performed in Yogyakarta area. For now, the device can only monitor and measure 900 Mhz GSM Network. It still can be further developed to monitor and measure 1800 Mhz GSM network with 3G/UMTS services. This research gives an alternative device that is reliable and cheap for universities and higher education institutions to increase the graduate competitiveness in the mobile communication field.
