The traffic jams in Jakarta has reached the stage that emergency to be handle through a comprehensive government policy and it is not done separately or gradually (incrementally). The purpose of this article is to determine the factors that cause traffic congestion in Jakarta and to find out which models are appropriate management of ground transportation. The method used in this writing is based on library research and other data. It can be concluded that Jakarta City Urban planning has not seen properly consider the circumstances and transportation patterns that will occur as a result of the plan itself.
