On Mar 30, 2011, the Security Council issued a resolution urging Ivory Coast's Pres Laurent Gbagbo to immediately step aside and authorizing the UN force to do whatever was needed to protect civilians. The operation and its counterpart in Libya mark a step in the evolution of the Responsibility to Protect doctrine.
