The aim of this research was to (1) identify the higher preferred language learning strategies, (2) identify the dominant aspects or elements of the higher preferred learning strategy, (3) identify the level of students’ writing proficiency, and (4) analyze the correlation between higher preferred language learning strategies and students writing proficiency. This research was conducted at Khairun University and STKIP Kie Raha in Ternate to 67 students of English department as the samples who were selected purposively. The data were collected by using Oxford’s (1990) Strategy Inventory for Language Learning (SILL) ver. 7.0 for EFL learners and a test on three paragraph essay writing. The data were analyzed by using SPSS ver.16 for Windows into descriptive statistic analysis and Spearmen rho correlation analysis. The results of the research indicated that (1) the higher preferred language learning strategy used by English department students in Ternate is metacognitive strategy (mean=3.8). The mean score implies that students usually use metacognitive strategy in language learning; (2) the nine aspects or elements in metacognitive strategy, paying attention when someone is speaking (mean=4.2) is used by the English department students as the strongly highest degree; (3) the students’ writing proficiency level belongs to sufficient category (level 2), one level above need improvement; and (4) it is found that there is a very weak correlation between metacognitive strategy and writing proficiency (?=0.663 > 0.05, r = -0.054), and there is an opposite direction between the variables, which means that the higher value of metacognitive strategy, the lower value of writing proficiency will be.
