Isi artikelThe term "social capital" has not achieved proper recognition among the Japanese yet. It is often taken for social infrastructure such as bridges, roads and so forth. Even among Japanese academia, social capital has up to now been considered a marginal issue in most fields. However, the issue related to the basic elements of social capital, including trust, norms and networks, have been perceived as ones which should be properly addressed in Japanese society, which has gone through structural changes in past decade. Numerous cases of misconduct committed by various organizations and individuals have taken place in recent years. Lack of trust and norms revealed in these incidents has been frequently lamented among the general public. In addition, social isolation of both young and elderly people has emerged
