This paper discusses the importance of the accessibility of bureaucracy via e-government system. It is intended to encourage reforms in public administration. There are so many ways to achieve local development goals. One as routuinity instead of public problem solver. Decentralization cannot be a means of overcoming ways to the planning and management to officials working closer to the problems in the field. The basic of bureaucracy goals are functioning development, empowerment and public service. Complexity of public affairs and public interests have affected on development.
