Amid all the agonizing over America's ballooning debt, the once-sacrosanct defense budget, which represents half of all discretionary federal spending, is no longer off limits. Democrats, normally fearful of appearing soft on defense, are losing their reticence. Even some Republicans, urged on by small government militants from the tea-party movement, concede that defense has to be "on the table" if a serious assault on trillion dollar annual deficits is to be launched.
