This writing provides an alternative perspective in understanding and giving meaning to the reality of decentralization and regional autonomy in Indonesia. Based on argumentation that both, concept and policy decentralization and regional autonomy cannot be separated from the dynamics of political system change which is happening, the writer, furthermore, has already identified, at least, three main characteristics of practice of decentralization and regional autonomy in the transition period toward democracy. More than that, by referring those three characteristics mentioned above, then, the writer comes to an ultimate proposition which states that, the reality is that there is excessively and "half hearted' regional autonomy which is happened in Indonesia, obviously, should be articulated as the reflection of "the meaning process" of regional autonomy. Therefore, what should be done, in the future, is to maximize all of existing resources in order to improve and correct that giving meaning process of the autonomy. But not, precisely, on the contrary, to place such a thing as justification to make power recentralization in the hand of central government.
