The objective of the study was to estimate the optimal size of local government (district) in Indonesia. Ordinary least square regression method was used to analyze cross section data from 431 districts in 2007. The dependent variable is poverty rate as a proxy for local governments'performance, while the independent variables are total area, number of population, population density, local government budget (APBD) and two dummy variables indicates the location (Java or non-Java) and type of district (city or municipality). The estimate of the optimal size of local government (district) in Indonesia is 2.87 million of population, or about five times of current average size of the districts. Based on that figure, around 99 per cent of districts are "too small" and the problem is how to regroup the small districts to achieve the optimal size, instead of dividing them. Also, the study found that the role of total area in determining local governments' performance is not significant.
