WHO predicted that the problems of impairment, disabilities and handicaps will increase in many countries in the future. Congenital impairment is caused by many factors. A lot of drugs was identified as ototoxic effect (e.g. diazepam, chinine, and salysilate). Malnutrition among pregnancy may cause under wieght baby born with many com[plications. the exposure of methyl mercury and other heavy metal compounds posses harmful effect to fetus and children. "Down syndrome" is identified as one type of the fetus and the baby will be borned with impairment. Therefore, infection of immunization. Data of impairenment, disability and handicap are, but it is possible to collected it is integrated in "the Indonesia Health Household Survey" (SKRT) which exists every three years.
