Isi artikelWorldwide, governments are renewing efforts to promote vocational education, with the strong belief that skill formation enhances productivity and sustains competitiveness in the global economy. IN recent years, the debate on the knowledge economy has drawn more attention to vocational education. State policies in technical and vocational education (TVE) are also motivated by other factors. TVE is seen as a means of providing a second chance to secondary school drop-outs, offering an alternative to university education, and combating youth unemployment and poverty. This great diversity of objectives makes TVE policies complex to implement and difficult to assess.
