IN recent years, the debate on the knowledge economy has drawn more attention to vocational education. State policies in technical and vocational education (TVE) are also motivated by other factors. TVE is seen as a means of providing a second chance to secondary school drop-outs, offering an alternative to university education, and combating youth unemployment and poverty.
