A report recently published by SITEAL1 provides a detailed analysis of data from Latin American countries showing that education systems in the region have progressed signifi cantly in increasing school attendance rates and reducing disparities in access. However, the challenges that lie ahead are considerable, especially as the growth of education systems in the region appears to be stagnating. OVER the past two or three decades, profound changes have taken place in economic, political, social and cultural dynamics in every Latin American country, creating new national scenarios, very different from those which made up the region twenty years ago. Underlying these changes is the new role of governments, which must guide economic and social policy without resorting to direct control, allowing markets to play a preponderant role in the process. This has meant shifting away from regulating national markets to an approach which encourages external competition and participation in globalization processes.
