THE pace of change in higher education is accelerating. Enrolment rates of around 40-50 per cent for each relevant population group are now considered necessary for a country to function well in a competitive and interdependent world. In 2004, there were 132 million students (including part-time students) in tertiary education globally, up from 68 million in 1991.
