The study was particularly intended to: (1) reveal and describe the administration of Swapodibo village strategy in village developing, and (2) identify factors which were supposed to hinder the village development Result of the data analysis indicated that (1) the administration received lack support from the village community, (2) Lack of community involvement in village development program (due to lack of transparency on the part of the administration), (3) the employees in the administration particularly those assigned to handle taxes and income resources are far from being skilful.
