This review includes the questions to the existence of planning, for instance why planning is needed, what is the essence of planning, is planning important? In general, this paper presents the evolution of strategic planning; the difference from the previous planning; constrains! and supporting factors in implementing the strategic planning and also the implication to the role of planners and planning itself. Planning plays an important role in achieving goal in organizations. Government institution (both in central and regional level) like other organizations such as social and business institution also apply a certain planning which is known as a development planning. Planning has a multidimensional and wide aspects includes economic, social, politic and spatial aspect. Planning tends to be complex if many factors beyond its dimension is changed and distorted. Changes in political environment and economic situation in a short-term and changes at the regional level can affect the planning. The absence of standardization about the strategic planning creates a lot of version of the strategic planning. One version which combined strategic planning with comprehensive planning also is applicable for a transition period. During political transition period, which transferred the centralistic government (which using a uniform planning) to decentralist government (ex. autonomy era) then the strategic planning is possible to be applied in regional level.
