The boundary problem clearly introduces a large element of arbitrariness in popula- tion totals. The projections entailed in delimiting the "emerging" category add further uncer- tainties: the changing pace of overall economic growth and changing patterns of regional de- velopment can rapidly transform the picture of the urban future. The UN's city projections have shown some notable inconstancies over recent years. (The most recent estimates and pro- jections are contained in United Nations, World Urbanization Prospects: The 1996 Revi- sion [New York, 19971.)
