It has been widely known that Indonesia is the world largest archipelagic country. This country is entitled of various natural resources, both renewable and un-renewable resources. Improvement in natural resources management, especially in fisheries management, will contribute more to coastal community living condition. Up to now, the coastal community faces to various problems, in terms of characteristics of the coastal resources that are related to ”risks” and “uncertainty”. The community has specific strategy in promoting the situation. The purpose of the study is to describe learning approahes in managing behavioral change of the community and analyse relationship between learning approaches and ability of the community in managing the resources. Interview techniques to the respondents combined with semi-structured interview were utilised to study the research problems. Both qualitative and quantitative data analysis were utilised to explain the research findings. The results showed that coastal community in North Bali still managed the resources traditionally. The community managed various activities includes catch–fishery, aquaculture, sea farming, fishery processing, marketing, and tourism. There was a significant correlation between learning approaches used by extension workers and community behaviour in managing coastal resources.
